About United Water
Partnership
In February of 2006, the Atchison County Wholesale Water Commission was organized for the purpose of providing a sustainable supply of potable water for the citizens of Atchison County and any adjacent communities, now and in the future. Construction of the water system began in 2012 and operations began in 2013. In September of 2018, the Commission was renamed United Water Partnership.
Built for Expansion
The state-of-the-art water treatment facility was built with expansion in mind. The current capacity of 2.5 million gallons per day can be expanded up to 10 million gallons per day.
Sustainable Source
The Missouri River alluvium provides a sustainable source, and thanks to good development planning including well-placed water taps, along with excellent daily management, the Commission has not seen a disruption in service since its inception.
Having a Voice
United Water Partnership is a wholesale commission that only provides water to members of the partnership. It is governed by a Board of Directors made up of representatives from each member community. All decisions affecting the water system are made through voting, giving each member a voice.
Our Mission
To provide a safe and reliable potable water supply for all of Atchison County, Missouri, and for interested water supply districts or utilities in adjacent counties. To support the expansion of Atchison County Public Water Supply District #1 to encompass all of rural Atchison County.
Components of the Current System
On the site

- 50-ton lime storage
- 750,000-gallon clear well
- High service pumps
Wells & Tower
- Three active groundwater wells in the Missouri River alluvium
- A centrally located, elevated storage tower with a capacity of 250,000 gallons of water
Pipelines
Over 22 miles of pipe ranging in size from 8” to 16” connect the water system to Fairfax, Rock Port, and Tarkio water towers. Connections for Atchison County PWSD #1 are located throughout the system.
The system is currently operated by Alliance Water Resources
Looking toward the Future
This water system was developed with a plan for expansion. The property was purchased and the plant constructed purposefully to meet the region’s future potable water supply challenges, both within the county and beyond. The treatment plant is a modular design, and additional land was purchased at the well field to accommodate more wells.
Missouri state statutes allow the Commission to contract with cities and utilities in other states. The facility will be able to meet the needs of the area for years to come.
